ABSTRACT

This study investigates the hospital information system (AIS), The Assessment of Unitization of Management Skills and its Effectiveness in Medical Records System, University College Hospital, Ibadan, Oyo State. In order to achieve maximum level of accuracy and give a fair treatment to the problem under the study. The researcher adopted one method of data collection, which is the use of questionnaire. The population from which the sample was drawn for the study of the health management the selected hospital in Ibadan, Oyo State. The total population used for the researcher was one hundred (100) staff. The researcher’s findings clarified the relationship between health management and medical records in the hospital setup, and the solution to the problem is that every health organisation needs a medical records department that is organized and staffed to provide adequate information.

1.0     INTRODUCTION

1.1     BACKGROUND OF THE PROBLEM

Health formation management, information is the lifeblood of the health care delivery system. The medical records, in manual or automated form, house the medical information that describes all aspects of patient care.

Physicians, nurses, and other health care providers require medical information for treating a patient. The medical record services as a communication link among care providers, and health care facility.

Medical records are important to the financial well-being of the facility as they substantiate reimbursement claims other uses of medical records includes provision of data for medical research, education of health care providers, public health studies, and quality review. They are two health information management professionals. Medical record administrators and medical record technicians.

Both use a broad scope of knowledge in meeting their challenge. They must understand the health care delivery system and the flow of medical information within it. Fundamentals of medical science are used to process the content of the medical record. Human resource management is necessary for accomplishing the work of the health information department and working with other in the health care delivery system.

Records management is the field of management responsible for the efficient and systematic control of the creation and disposition of records including processes for capturing and maintaining evidence of and information about a patients transaction in the form of records (Health Informatics 2060). Medical record is a permanent documentation of the history and progress of a patients medical care. records are used for continuity of a patients care, verification of insurance claims, as a legal business document outlining the course of a patient’s medical care, to provide statistical and factual information for hospital administration, licensing and other regulatory bodies and medical research (Pickett, 2011).

Afolabi (1999) asserted that record management practice in Nigeria has a number of problems which may include insufficient skilled and experienced record management personnel and possibly, low priority of record management in the scheme of things. In the opinion of Awe (2000), the problems of record management can be viewed from the perspective of governments, hospital management and the staff as their action and activities can lead to effective or ineffective records management.

According to Utulu (2001), these adversely affect planning for and provision of structure and facilities, adequate funding, proper formulation and review of policies. Hospitals are information intensive enterprises; hospital managers must understand that only those with a strong information management system can have a smooth running of the enterprise (perspective health information management, 2006).

In health care organisations, medical record is the principal repository of a patient’s health care information, so every health organisation needs a medical records department that is organised and staffed to provide adequate information (perspective health information management, 2006).
1.2     STATEMENT OF THE PROBLEM

In recent time, the rate of negative influence of medical care of the sick in the University College Hospital Ibadan has been of great concern. The prevailing circumstances in the hospital was a result of pressure on patient, pressure on nursing services, operating room services and so on. It is the assumption of this study that assessment of utilization of management skills and its effectiveness in medical record system has a critical effect in University College Hospital Ibadan, Oyo State. Based on the researcher’s familiarity with the health institution.
1.3     PURPOSE OF THE STUDY

This research work is mainly concerned and purposefully designed to:

  • Find out the merits or advantages of medical record in UCH.
  • Find out the demerits or disadvantages of medical record in UCH.
  • Find out the necessity of managing hospital records in UCH.
  • Find out the problems encountered in the management of health records in UCH.
  • Discuss the various ways in which health management problems can be solved.

1.4     RESEARCH QUESTIONS

  • What are the merits or advantages of medical record in UCH, Ibadan?
  • What are the demerits or disadvantages of medical record in UCH, Ibadan?
  • Why is it necessary to manage hospitals records in UCH, Ibadan?
  • What are the problems posed or encountered by health management to UCH?
  • How can the problems be solved?

1.5     SIGNIFICANCE OF THE STUDY

This research study is significant to the following bodies

  • The state and local government: Health service centres and hospitals management especially the licensure of health care facilities which is also a state or in some case a local government activity which gives legal approval for a facility to offer the services for which it is licensed.
  • Ambulatory care: Ambulatory or outpatient care which is one of the fastest growing areas in health care. When ambulatory care was first provided by hospitals, its purpose was to give medical care to the poor who could not afford a private physician. But this concept is no longer true today, because ambulatory care has been found to be medically superior for many types of treatments, and improves accessibility to health care for all.
  • The patient of the hospital: As the medical record contains data regarding a patient’s past and present health and presents documentation (by health professionals/of the patients current conditions in the form of physical findings, results of diagnostic and therapeutic procedures, and the patients responses.

1.6     SCOPE OF THE STUDY

The research project is limited to University College Hospital, Ibadan, Oyo State and to the effects of utilization of management skills in medical record system department.

It is very suitable to choose this area of study because of my familiarity with the area, so that the collection of data will not pose must problem.
