Ex-convict can be defined as someone that uses to be in prison, someone that has being convicted for a particular crime. Ex-convict (or short: ex-con) is a common way of referring to a person who has been released from prison. Every year in the United States, more than 750,000 prisoners are released from state and federal prisons, and plunged back into society. Life in prison is completely different from the outside world, and most of the inmates have an extremely tough time getting back on their feet. According to the CQ Press, about half of those inmates released every year return to prison some even on purpose. The prison system’s purpose is rehabilitation; however, the facts show that it is more than failing the convicts.
File maintenance is the periodic updating of master files. For example, adding/deleting employees and customers, making address changes and changing product prices. It does not refer to daily transaction processing and batch processing (order processing, billing, etc.). The terms file maintenance and file management are used synonymously.
Online ex-convict file maintenance system is an online system developed to manage and maintain the records of an ex-convict individuals. This software will enhance the proper and accurate, management and maintenance of ex-convict files. It will keep tracks and records of when an ex-convict is being released, the accurate date and time, it will also keep track of how many times an individual is being convicted and released.
1.1 Background Of Study
The Nigerian prison service Ikoyi Lagos State is under the supervision and control of the ministry of interior and the civil defense, immigrations and prisons board. The Nigerian prison service Ikoyi Lagos State derives its operational powers from CAP 366 laws of the federation of Nigeria 1990 to
- Take into lawful custody all those satisfied to be so kept by courts.
- Produce suspects in courts as and when due.
- Identify the cause of their anti-social dispositions.
- Set emotion mechanisms for their treatment and training for eventual re-integration into society as normal law abiding citizens on discharge.
- Administer prisons farms and industries for these purposes and in the process generate revenue for the government.
The prison service in Imo State is federal phenomenon. That is to say that the prison is exclusively a federal government concern. This means that no state for now has the power in law to operate or maintain prisons.
1.2 Statement Of The Problem
Automated program are written because there is a problem be solved or a need to satisfy. Without question, one of the main reasons for failure in applications development is inadequate problem definition. Unless the particular problem or programming activity is defined accurately, clearly and concisely and in detail, the chance of a successful application development is remote.
When storing and maintaining an ex-convict files or records in Lagos prison, it started with the manual way of storing and maintaining system. This method is often associated with delays as well as mishandle of files and inefficiency. Some prisons still use hand written, filing information in files and so on. This also results into time wastage, lost of information of ex-convict files and improper keeping of the information. Thus, these inefficiencies necessitated the online ex-convicted file maintenance system.
1.3 Aim Of The Study
The aim of this project is to design and implement online ex-convict file maintenance system for Ikoyi Lagos State Prison.
1.4 Objective Of The Study
As they say “scientist potential” that is knowledge is power”. The objective of this research is to:
- To eliminate the problem of using paper and pen to record information about an ex-convict.
- To enable some prison warders to become computer literate.
- To ensure accurate storage and retrieval of information.
- To develop an application that can handle and perfectly maintain ex-convict files
- To reduce stress and save time of the prisons management.
1.5 Significance Of The Study
The significance of this study is to design an effective alternative of manual file storage and maintenance of ex-convict records, the implementation of online ex-convict file management system will ensure saving of funds, time, accuracy, efficiency of information as well as promoting easy life.
1.6 Scope Of The Study
This project will cover the design and implementation of an online ex-convict file maintenance system which consist of database of ex-convict files. It also focuses on maintaining and managing the records of ex-convicts and stores them in the database for future purpose easy research of information.
1.7 Limitation Of The Study
A lot of constraints where encountered during research, they are:
- Time constraints; consider the work load of the final studies, enough time was not dedicated to the research of this particular work.
- Insufficient raw materials from the internet: some of the sites in the internet had no relevant information to offer for this research work.
- Cost: it involves a lot of money to go through the research work, and present an efficient work. Due to shortage of money some part of the
work could not be efficient as it could be.

DATA BASE: This consists of an organized collection of related data for one or more uses, typically in digital form.
EX-CONVICT: Ex-convict can be defined as someone that use to be in prison, someone that has being convicted for a particular crime.
FILE: A collection of papers collated and archived together.
INTERNET: A global network of computers that connects millions of computer network that use computers.
